Those spacers are designed to be used with steel replacement bolts on the top 2 corner bolts. The spacers are aluminum and that helps reduce galvanic corrosion between the magnesium timing cover and the steel bolt head. Aluminum bolts in that location will break again due to the engine flex under load, and covered in RTV they will be harder to remove. Granted, the aluminum bolts will last a number of years before breaking again, generally 3-4. Otherwise, i agree with the rest. Doing an engine out timing cover replacment just for broken bolts is not necessary most of the time, and just replacing the bolts is enough
